I have a mpeg coding at 23 fps i want to convert to 29 pfs nay tool or programe can do it ? plz help ?

dgpulldown should do the job.
SVCD2DVD v2.5, AVI/MPEG/HDTV/AviSynth/h264->DVD, PAL->NTSC conversion.

You need to demultiplex, run it through dgpulldown and then remultiplex. I don't think there is any program that can add pulldown flags to a program stream, only elementary streams.

Indeed. Thats what i meant. the dgpulldown home page describes the steps required:
A typical workflow is as follows (assumes you are starting with PAL source material):
Demux the video and audio streams.
If the video is interlaced, deinterlace it to make it progressive. If it is already progressive, skip this step.
Resize the video to 720x480.
Encode the video to MPEG2 at 25fps progressive.
Run DGPulldown on the video MPEG2 stream to flag it up to 29.97fps (using the 25fps --> 29.97fps conversion).

I used dgpulldown. it doesn't give a goood sound. I am not sur that my video file is broken or not if yes does any tool can prepaire ? if not does another tool can do the jobs like dgpulldown ?

1. demultiplex the mpg to mpv/m2v and mpa/mp2 or ac3
2. dgpulldown the mpv/m2v
3. add the mpv/m2v in tmpgenc dvd author and add the audio file -

I did exactly all that. Even used TMPGEnc DVD Author for athoring. The result was out of sync sound. Any solutions?
