    I'm having a hard time understanding the conversion between regular 60i digital video footage to 24P, but from what I understand this is possible to do and it will still look decent.

    Whats the best free tool on this site that will do this properly, all I have in terms of software is Ulead Media Studio 7.0

    fwiw..

    From my experience working with DV (assuming you mean home footage
    as the DV, and not something signal-wise that you feed as a
    pass-through) anytime you take an all-interlace source (where every
    frame is interlace) and drop the frame rate or remove a field, will
    result in some quality aspect loss. This is usually and eaily
    identified as: strobing; or hesitation; or jerking; of the video
    during play. I know I've said it before, but.. some people actually
    like this "strobing" and at times, refer to it as "film-look".
    .
    As long as you don't eliminate the original source after you converted
    to your final video, all is well to experiment to see what you like
    best in your video presentation.

    The best method for any type of video conversion (some ie's: frame rate;
    de-interlace; etc) is through a scripting language using AVIsynth.
    At the moment, I don't have those scripts I've used in my DV frame rate
    conversions on hand nearby. I do know that there are a number of
    different ways to approach this in scripting. If I find my scripts,
    I'll post them here. But, perhaps others here can jump in and throw a
    few up here at ya for starters, to get you on your way.

    Several NLE editors have plugins available for "Film look". Not sure about yours, but i'm sure Google should get you there fast..

    If you had the budget, then this would be very tasty...

    As far as actually editing in 24fps, that's another story. You'd have to double check to see that it's even supported..

    AVISynth and SmoothDeinterlacer.

    Script something like:
    AVISource("c:\dv.avi").AssumeBFF
    ConverttoYUY2(interlaced=true)
    SmoothDeinterlace(doublerate=true)
    SelectEvery(5,0,2)

    Feed into VirtualDub, which has rudimentary editing. You can add lines to the script to filter noise, add "film" grain, etc. Search the forums for convolution3d and addgrain to see examples.
