I've imported a DVD-compliant captured .mpg into Vegas 5, and when I apply any video effect to it and render it, I get a new .mpg that has the sound out of synch with the picture. I've tried pan/crop, sharp, and a few other effects, and they all cause the same problem.
What am I doing wrong? Do I have to render it, slide the sound back into position, and then render it again? (that would take about 24 hours).

Well, you could just slide the sound to where it's supposed to be, render it as an .mpg with audio only. Then take the TMPGEnc Tools Simple Demux, rip out the video from your first .mpg, the audio from the 2nd .mpg and then Mux them back together.
