sorry if this is the wrong forum,im new,but i have a question,how can i get an effect that makes video shake for a few seconds like an earthquake is happening without actually shaking the camera? i have premiere pro and after effects 6.5

In after effects 6.5 look up the wiggler in the help files. It is similar to a noise generator. You can feed the output to the position of the frame to shake it in any axis. Just scale it appropriately so it doesn't look too wierd.

It's going to be harder in Premiere. AE if built for this.
