I encoded a 94 min movie in Mencoder XVID with a target size of 700 MB, 933 Kbit video and 96 Kbit MP3 audio ABR. I encoded from a VIDEO_TS folder, the filesize ended up at 1380.6 MB with a video bitrate of 1948 Kbit and 102,8 Kbit audio rate.

I'm having the same problem, reverting to 0.0.9r/q doesn't seem to solve it. I've noticed that mencoder doesn't produce a .log file. Unless it's stored somewhere else then that might be the problem.
Edit: Well, I reverted all the way back to 0.0.9k, and at least now it creates a .log file for 2pass xvid encodes.
