That depends on what you use to author your DVDs.
But then, VOBs are output from authoring, so you've obviously already authored?

    Basically, you go like this:
Create new title in DVD Authoring app. Load audio and video (your source mpg or m2v+MP2/AC3/LPCM audio) for that title.
Repeat until you've added all movies you want.
Create menu to select between titles.
Some authoring apps even take VOB as source for a title - even "full DVD" in some cases (TDA IIRC)
But as before, what exact buttons to press depends on what app you're using.

Well, open TDA, click "Source setup". You are presented with track 1. Click "Add video file", select your dvd specs mpg, click OK.
Click "Add new track" left, click "Add video file", select your dvd specs mpg, click OK.
Repeat as long as you have more movies/room on the DVD.
TDA will create a title menu automatically.

VOBs? You wrote you encoded to mpeg2? Anyhow, you can use "Add DVD" or something to that effect to add a whole DVD as one title (regardless if # of VOBs)

Don't burn with TDA. Output to folder. Make DVD image with imgtools classic. Burn image with DVDDecrypter.
