If you are making an svcd-pal from an avi file in 29.97 or 23.978,
what settings do you need in the resize filter?
On vcdhelp there proposing 480x480 but don't I have to change this in 576x480 for pal?

Yes, SVCD PAL resolution is 480x576. The filter settings depend on your source (borders cropped alreaddy?). The framerate does not matter.
Most DVD players can play both NTSC and PAL, it is not recommended to change the framerate. You could run into more troubles than you like. If the source is 23.978 fps, I suggest to speed up the movie to 25 fps. Changing the bitrate results usually in jerky playback. Hope, I am wrong and anyone will correct me.
