question on the menu creation guide

on the menu creation guide for nero 5.5+, there is an instruction like:

Important! To be able fast forward/rewind the SVCD on your standalone DVD-Player you must:
Download this scandata.dat (right click on the link and select Save Target as to download it, it is just a very small textfile).
Then add/drag the scandata.dat to the EXT folder of the SVCD.

i don't quite understand the point of the scandata.dat. i checked my SVCD discs and they don't have scandata.dat on them, and i've been able to fastforward/rewind with them....can someone elaborate?

You dvdplayer might be able to FF/RW svcd without scandata.dat but some don't. Mine (APEX) doesn't do the trick without scandata.dat. Anyway this is not an issue anymore after using VCDImager.
