Is imaging using VCDImager or TSCV necessary to burn a VCD? Why?

its nessacery if your going to that route but there are other Burn programs like NERO or EZCD that you dont have to create bin/cue files

Well according to the FAQ, it says that I need to make an image before I burn to Nero. Is that incorrect?

no you dont just load the Mpeg 1 or 2 file on to nero and it will examine it if its a standard VCD or SVCD and if it passes just press burn and your all set

And finally, does Nero support XVCD?
And how would I go about setting it to 2500kbit?
How many CDs does an average XVCD take?
How do I get the best sound and video quality?

Nero Supports XVCD
When you add the file, it will warn you it's not complaint.
Click "Disable Standard Compliance and continue"
