I haven't brought a Dual Layer DVD RW yet (I'm still a newbie).
After reading Encores help files I am confused if 1.5 will burn to a double layer disc.

It states;
Dual-layer disc
To create a dual-layer disc, you first must write your project to two separate DLTs (Digital Linear Tapes), one tape for each layer of the disc. (See Build Options.)

I wanted to buy the SONY Dual Layer ReWriter - so that I can get 8.5GB per disc. I not sure what I should do now.
Any help would be appreciated.

If that's all it says about DL, then that means it doesn't support writing to Dual Layer Recordable discs. DLT refers to the backup tapes to be sent to a factory for replication (not what your looking for).
Wait for next version...

OR write the output to your HDD as a large single layer dvd, and burn with a DL capable burner (Nero, DVD Decrypter, CopytoDVD etc). You may not have complete control over where your layer break will be, but it should work. Many people do this when they can't be bothered getting bitrate correct, then use DVD Shrink to make it fit on an SL disk.

Yes, can be done that way, but the better way would be to use a "Recordable DL-aware" app, such as RecordNowMax.

That's good, but does it explicitly allow you to set the LayerChange point?

I think Encore splits the movie automatically. It finds the best point (in term of the size) where the split can be made.

If I have Dual Layer project and I want replicate DVD in factory,
do I still need backup tape on DLT tapes or Dual Layer DVD will be
accept for replicate DVD in factory?

I would say "Depends on the factory". Currently, many factories accept only DLT, DVD-R (Authoring), or DVD-R (General). Some may accept DVD+R, but I haven't been in contact with any lately. Since DVD-R DL isn't an easy reality yet, your chances are slim. However, this will probably change for the better in the not-to-distant future.
How long can you wait?
Oh, yeah, one other way they will take is with removeable HD.
Why don't you check with the factories themselves...

this is because the track record is not written for dual layer master yet, and the replicators out there doing this are taking heat for making jobs that are "bad" because they didn't use a D.L.T.
