Subtitles need assistance please....

Hi, ok. I had an avi file which I made into a nstc DVD using Tmpgenc. I have tried to find a site for downloading subtitles for this movie in English but all I could find was the subtitles in Romanian which is a .sub file. Is there a way I can convert these subtitles to English and also see if it is even in sync since I originaly had an .avi file and the subs are from a forum site? I hope you can answer this..
Also is there an ENglish language site for downloading subtitles..?
