FLA (12 fps) to AVI(29.97 fps)

I have wierd problem.

From my Flash I exported flash movie .FLA (12 fps) into .AVI.
Now that .AVI is also 12 fps.

What I am trying to do is change Frame Rate from 12 fps to 29.97 fps because I need to append it with another AVI and both of them gotta be 29.97 fps.

I called it wierd because I did this before but...

Now when I am opening that AVI (12 fps) in VirtualDub and trying to Save it as AVI but with different Frame Rate of 29.97 fps it creates AVI of 1 sec (instead of 3 sec) and its very fast

Is there any possible way to fix this?

Obviously virtualdub is changing the framerate but not creating the extra frames required to keep the motion at original speed. There is an application called Framerate Converter HQ (google for it) that can do this.
