  1. What is the best way or program to cut a long AVI or MPG automatically into parts?

So you can make a Scene Selection like on DVD movies.

For Example. Make 10 minute parts for each scene Selection so a 2 hour movie will have like 12 parts.

You should really include more information in your posts. Like, what authoring software are you going to use? Or, assuming that you think you are going to have to edit the video, what editor do you use? Or, whether or not you have an editor...

In general, you don't have to cut the video at all. Your authoring software should have the capability to insert chapter points, either automatically at regular intervals or manually. Then you may access the video at the chapter points via the DVD menu.

Tell us what authoring software you are going to use and surely someone who is familiar with it can give you more detailed instructions.

Cutting it up can lead to problems such as audio gaps and pausing between clips. If all you want is chapters, create them properly.

You need an authoring program. I use DVD Lab Pro, but tmpgenc DVD author is very good for quick menus. Pretty much any authoring program will allow you to manually or automatically place chapter points.
