I am considering buying a Sony Digital 8 TVR 480 to convert my collection of regular Video 8 tapes.
This camera plays regular and Hi 8 tapes.
Will this camera output the DV signal while playing the old Hi 8 tapes ?.

Yes. All of the Sony Digi-8 camcorders that can play Video 8 and Hi-8 tapes will convert to DV and output via the Firewire (i-Link) port.

Will all Sony Digital8 camcorders play analog 8 tapes? If not, where can I find a list of those that will?

If you still have your old Hi8 camera in (good) working order then you can ofourse use the passthrough funtion of a DV cam to digitize the tapes.
Then you are not limited to the D8-DV model line cameras -
I no longer have my old camcorder. Are the MiniDV recorders better quality?

The DV recording standard is the same for MiniDV and Digital8. The physical tape package is different 8mm vs MiniDV. Features are similar at the low end. Only MiniDV is available with higher end features.
For Digital8, 8mm and Hi8 playback is limited to 1x play for dubbing to DV. There is no picture in shuttle or slow motion capability with analog formats.
