I have often wondered what the performance difference and output quality differences are between PCI and USB. For example, I currently have a PCI board (WINTV PVR250), how does it compare with the USB version of the same?

The USB version of your PVR250 is almost flawless for the past 6 months. Capture quality (at 12MBPS CBR) is excellent and minimum acceptable capture rate is 8MBPS.
There should not be any performance or quality difference - as the engine is the same - to me USB gives the versatility to transport the capture device to another computer, even a laptop.The more I learn, the more I come to realize how little it is I know.
