I have some old holiday videos that I'm putting on dvd with some newer widescreen video, so to make things easier for myself I'm encoding it all as 16:9. Recently I saw a tv show that had a graphic either side of the video instead of the traditional black bars that pillarboxing gives you, I was wondering if there was an easy way I could achieve the same thing?

Well I don't know about an actual graphic but in TMPGENC you can change the color of the border. select "clip frame" from the settings option and manipulate it there:

As you can see you can change the color of the border from black to anything. But you may have to use another program to add in custome picture files

Should be able to do it with AVISynth, just load the image, crop it for each side, use loop() to make it the correct length, change to the correct colourspace, etc. then use stackvertical() and stackhorizontal to join it all.
Could also layer video, etc. but that would probably involve changing colourspaces.
