Svcd to vcd

Hi i just got this svcd screener that is 3cds and my dvd player does not play svcds and unfortunatley i do not have the money to buy a cheap 80 dollar apex dvd player. So i want to convert this 3 cd svcd screener to a 2 cd vcd screener and make it look like a good vcd screener. I know you have to use tmpegenc or something but have no idea how to use it to merge/cut/ reencode a svcd to vcd. So if one of you experts could help me i would really appreciate it. i just figured out how to do convert it but the audio is really bad in teh vcd one i might have some settings wrong so if someone could help i would appreciate it.

well i got the video working, but the audio has lots of distubrance like when the people are speaking it seems liek it is very scratchy and when i check back in the regular svcd file its fine, so if someone could tell me or help me with the audio settings i would appreciate it, because i really need to get this too work, thank you in advance
