Not sure where to post this one...
I've been having some interference or noise issues with my captures for about the last month or so. The video had diagonal alternating intensity lines running up the screen, sometimes stopping and reversing direction. The noise would not occur 100% of the time, but more like 90%. I did a search and found that there could be several potential causes for this: power line noise, soundcard too close to capture card, unshielded cables, equipment too close to speakers or monitor, low quality power supply, etc... Compounding my problem was that in the two weeks before I noticed the interference pattern (after capturing about 25 hours of video) I had installed a new sound card, new ATI All-in-Wonder 9800, moved my computer desk to another room (and was thus potentially connected a different electircal line than I had been in the other room), and bought a new TBC-1000. So, in other words, the interference could have been coming from just about anything.
I removed the sound card, but it didn't change anything. I hooked up my components (to elimate the possibility of a noisy component) one by one, but no change. I moved my components farther away from the monitor and speakers, but no change. I purchased new shielded Monster cables ($120), but no change. I purchased a Monster Powerbar 1100 for power conditioning ($135), but no change.
Finally, and maybe I should have done this earlier, I uninstalled my AIW 9800 and replaced it with my old ATI AIW 128 Pro. And guess what? No interference! It seems that either my 9800 is defective or in general the 9800 is more sensitive to interference. I don't know which. Problem is I bought the 9800 used off ebay so I doubt that ATI will replace it.
I don't really have a question, but feel free to comment. I just thought I should post my experience so that the next person with a similar situation can find it in a search.

I have this on my cable signal. It sucks. The wires outside are 20-30 years old.

Jilietz,
I feel your pain. I have an ATI AIW 9700 Pro with the same interference problems. I tried all the things that the people here suggested with no luck. I took an old TV wonder and installed and the interference went away when I used that to record. I concluded that it was my ATI 9700 that was the problem. The newer MMC that ATI offers has videosoap settings that through tweaking I could get about 90% of the interference to go away. But on dark scenes you could still notice the interference. You could try that if you want to. I think I found these settings to work the best, Combo Filter 1 82%, Combo Filter 2 70% you'll need a fast CPU to use these setting though.
The one thing I noticed was that as I went up in channels the interference went away. Too bad I really wanted to record off ABC, NBC, and CBS which are all low numbers.
There was a guy on here who did some physical modifications to his 9700 and got the interference to go completely away. I can't really remember who he was but I'll search around and see if I can find the post.
Hope this information helps.Good Luck
