I've been sent a concert DVD and the audio is slightly out of synch. Is there a tool (freeware preferably) that I can use to determine the audio delay, like SynchView for avi? If absolutely necessary I'll convert to avi, but I was hoping for a method that could use the de-muxed m2v rather than converting.

Try either MPEG2Schnitt or Cuttermaran.
They both accept separated streams and both allow an audio offset adjustment which you can play-back to test the sync setting. -
Media Player Classic (MPC). Use the numeric keypad + or - keys to increment outsets of +/- 10 ms per push. Current offset value shows in status section.
