  1. Is there a program to change the gamma, tonality, saturation of a mpeg video file (VCD compliant) and then directly save with colour changes without reconverting with example TMPGENC?

    I'm sorry for my english but I'm from Italy.

    No. Once you start changing the actual data that makes up the image, you are up for a re-encode. Depending on the tools you use, this may have only a small impact.
