Or if your goal is to view another window simultaneously with TMPGEnc then right click on taskbar and choose tile windows horizontal or vertical.

This sounds like an issue of using a screen resolution below the minimum requrements for the particular program - I can't remember who it was, but someone here a week or two ago wanted the keyboard shortcuts for NeroVision Express, but could only use 640 X 480 and couldn't see the next, OK, Cancel etc. buttons. What is your screen resolution ?
    If in doubt, Google it.

Does this sound basically like the problem you're experiencing ?
    If in doubt, Google it.

TMPGEnc 3.0 XPress has a fixed immovable window of about 784x674 (not even designed for a standard 800x600 screen), so you need something greater than 800x600 to see the whole window. It doesn't even allow maximize to fit in your screen size - so much for standards.

I have the same problem. You can change the resolution in Appearance and Themes.

Wow ... maybe I've been spoilt over the years, but there's people running XP at less than 1024 x 768 ?
    If in doubt, Google it.
