(i know it should be 29.95 or something like that) -
When you put 23.976fps NTSC onto DVD, you must encode it with a 3:2 pulldown, so that it plays internally at 29.976fps. It's literally 2 settings that you need to change from the DVD (NTSC).mcf template, so I guess the creators assumed you wouldn't be so lazy as to need a different template for two changed settings.
You can easily make another template if you wish.
See What is DVD? (top left) for the DVD specs. If in doubt, Google it. -
If I were you I would not convert to DVD, it's a waste of time. Just use TMPGEnc DVD Author, that will convert the audio for you and you'll have DVD compliant VCD's.
He's a liar and a murderer, and I say that with all due respect. -
Yup use TMPgenc DVD Author, it'll only re-encode the audio and leave the video untouched. Any other method such as using the TMPGenc Plus DVD Template will re-encode the VCD and you lose two things, a. Some quality, how much depends on what settings you use. And b. Since you can not make them look better why not get 6 or more hours of VCD on one DVD and save shelf space and DVD media costs.
Or just leave them as VCD if your player supports that format and save the time and money of DVDing them.
YMMV of course.
Cheers
Qucik Edit, the one benefit of putting them on DVD is to have the entire movie on one disk... Of course if you have a changer or do not mind getting up then not a real big benefit. -

If happy with VCD Video, do not nake VCDs, as such, make them as DVD format, IE 352 by 240 by 1150Kbps with the audio at 48Khz instead of VCD's 44.1Khz. Easy enough to do when you encode. I use TMPGenc Plus with the VCD template modified for 48Khz audio and saved as VCD4DVD so it is ready to use.
I mention this since you say continue to make VCDs, So make them DVD ready and save the time when authoring that TMPGenc DVD Author uses when it has to re-encode the audio.
Aldso consider 1/2 D1 or 352 by 480 at around 4000 kbps, better quality but bigger file size.
It might be worth a test disk with the same video as VCD, 1/2D1 and full DVD to see what the quality looks like.
Good Luck
