Hello,
Welcome
The "How To" section has lists of guides on the left of the screen
https://www.videohelp.com/guides.php?tools=&madeby=&formatconversionselect=DivX+to+DVD&...or+List+Guides
The above link has many divx to dvd guides.

The link above is one guide of many for divx to dvd with subtitles.

The only software I have heard about (and which is truly complicated) is DVD Maestro which can, among many other wonderful features, add subs to a DVD as an optional feature in DVD itself so that if you dont want it then you can choose to disabled it while playing the movie. read the DVD authoring guides in doom9.org
Otherwise you can encode the mpg with the subs on it as a part of the video (multiplexed while encoding. -
Use DIKO, TheFilmMachine or DVD2SVCD(AVI2DVD). They support switchable subtitles, read my dvd2svcd guide https://www.videohelp.com/guides.php?guideid=603&howtoselect=5;20#603
