please extend "wait period" to PMs too

When a person registers, it still takes a couple days to post. Makes them read the guides, teaches them patience.

But they usually hit PM instead. No reading guides, cannot post, just private aggravations. Lot of advertisers PM spam too.

Can we make this a "wait" too. That possible to do, big man B?
