If I convert my DV-NTSC file to an mpeg2 format (is that both video DVD and CD-ROM DVD?) and then burn it onto a CD-R and then play it in a DVD player?

You can author a xvcd or xsvcd with your mpeg2 files and burn it on a CD-R. If you make a miniDVD (DVD on CD-R) it can be used in a PC but not in all standalone DVD players.
You don't have to scale to the correct size, just use the original size of the movie. 720x480 or 720x576. If you convert the audio from 48 to 44.1 is much better.
I'm testing all the possibilities in a Philips 612 and it playes what ever I put in it.
Under "Author" is some guides.
