I wouldn't. It may cause the plastic to swell, and the fan will stop working.
I'm not sure if it is safe to open a PSU to swap the fan out (may be high voltages inside, even when off and unplugged?) but that is your best bet. -

You can sometimes swap out the fan in the PSU for one of same size (usually 80x25mm) as long as you're good with electronics. Not all PSUs have 2- or 3-pin fan connectors inside, some just have soldered leads. If it's a good, branded PSU it may still be under warranty so you can RMA it for a noisy fan as it may be an indicator of a failing fan.
Or you can just do as suggested and get a new one.FB-DIMM are the real cause of global warming -
Mine did that To I tool apart the PS and the fan cleaned it good then removed the sticker and oiled the fand bearings, I do it all the time works good.
I use Hair Clipper oil but I heard sewing machine Oil works good to -
Their sould be a plug take that out and put the oil in the hole.
It's easy to do 4 Tiny screws ont he PS and I think 2 or 4 holding the PS onto your case. -
our technician also do it for some of the pcs in our school. put oil in the fan and it work all fine, no problem whatsoever. should i let it dry first? how many days or hours should i let the fan dry before i use it?

Even with the Power Off your PSU has some pretty large caps that still contain enough energy to give you a good jolt or two.... just be careful.....

If your power supply fan is making noise and is a crappy sleeve bearing fan (sleeve bearings = no bearings) then replace it with a good ball bearing fan. Sometimes just cleaning the fan with compressesd air quites it down, but that effect us often only temporary.

Remember that opening most PSUs will invalidate the warranty, so be careful. Some PSUs also have a sticker labelled "warranty void if removed" on the PSU that are designed to rip apart if any attempts to remove the sticker are made.
If your PSU is still under warranty, get it repaired/replaced. If not, then you may attempt to open the PSU to clean the fan.
If would suggest buying a new PSU. I recently bought a Antec Newpower and it is ultra silent. my pc case fans are louder than my psu fan. -
