  2. the two main things you need to do is 1) make sure its 29.97 fps (or the
PAL equiv.), and 2) strip off the audio track and convert it from 44.1 hz to 48000 hz.

I use TMPEGENC to demux to video and audio files, then BeSweet to
transcode the audio up to 48000hz.

then i load the audio and video file into Ulead DVD Workshop 2,
whip up a menu, drop some chapter points, and 'burn' it to a
TS_Video folder for burning to disk with NERO.

it doesnt do any internal converting of the video file as long
as its 29.97 fps and 48khz audio) and it plays fine on all the set-top players i've ever tried it on - although as rule of
thumb i'd say it'll only work on DVD players that play VCD and SVCD files.

I do it all the time with tv episodes i miss and end up downloading
    later.

you can do the same with SVCD by using DVDPatcher to reset the
header from 480X480 to 352X480 (or the pal versions) for authoring,
then rerun it on the produced VOB files and switch it back to 480X480
    before burning.

works fine, and there is no quality loss in image from reconverting.
