Depends what's in it. If it's a VCD then just burn it to disc with your favourite program like alcohol, cdrwin etc.. Not sure what it is? Then isobuster can look inside and extract an mpeg if you wish, or you can mount it as a virtual drive with daemon tools

on a serious note, most likely it IS the source, despite my flippant comments.
    If in doubt, Google it.

You downloaded a pirated movie from a P2P program...

    Then you burnt it...

    And it has artifacts?

I actually post local band videos to usenet from time to time , used to on p2p, not saying that is what you have now in bin/cue, but I will help you none the less. I always use cdmage to extract from ANY COMPRESSION FORMAT, which is what bin/cue is, the cue sheet contains data to unpack the bin file (which is the largest file. Once you drag the cue sheet into cdmage you double click the mpg folder in the right hand window. You may see a file name asq001.dat or something similar (just made that file name up on the fly here folks) after extracting the dat file rename it to cd1.mpg , as long as it has the .mpg extension you are good. Then simply burn to a DVD (don't use a cdr , it will cause pixilation. I can fit THREE svcd movies on ONE DVD, play them back on your stand alone to watch. Or feed from the stand alone DVD player througha capture device and record to DVD quality and burn like always to DVD. ONE movie now. Bin cue is a vry popular file compression used on usenet.

    Not necessarily.

The person screwed the encoding up.

That doesn't mean it is pirated.
