Telecine is just the process of converting from film (24fps) to a regional format like NTSC or PAL, but since the conversion to PAL is really such a non-issue (all you do is speed it up), the term telecine typically is used to refer to a very specific process used to convert film to NTSC.
In short, NTSC runs quite a bit faster then film, such that it is impossible to just speed up the video. So new frames must be created, but this causes jerkyiness. So a process was developed whereby each frame is split into fields and you repeat fields instead of frames, and this makes the addition less noticable. The typical pattern in which the fields are duplicated is 2:3 or 3:2, and the application is called a 3:2 pulldown.
So to answer your question, yes telecine and 3:2 pulldown are related and no you would never use this pulldown for PAL. It is exclusively for NTSC.
