What program can burn CVD?

Ulead VideoStudio 6 can, but it will not create one.

I used TMPGEnc Plus to make the CVD file, load into VideoStudio and tell it to burn, program says it is out of standard do you want to create an XSVCD?, click yes and away it burns. You can create menu's and chapters also.
