In NTSC, it must be "a DVD resolution", meaning 29fps and one of the following:

720x480, 704x480, 320x480 (someone wanna remind me what the widescreen-enhanced numbers and the ultra low-res numbers are?)

Also, the audio has to be in a compliant format, meaning either PCM 44khz, or MPEG Layer II... uh... err... I forget the bitrate restrictions here as well.

Most encoding programs have a preset for DVD compliance.

  4. you need to author your MPEG files into VOB, IFO, and BUP files. to do that you need an authoring program such as TMPGEnc DVD Author.

Vob files contain the video, audio, and other stream information. Ifo and bup files contain the instructions to tell your DVD player's firmware how to play the files. If you have vob files you can avoid authoring by using IFOEDIT to create the ifo and bup files.

    720x480,704x480,352x480,352x240
    ac3,PCM,MP2 all at 48K

I think these the "legal" resolutions and audio. IFOEDIT has an authoring option which allows you to use "non-legal" streams, for example I've converted SVCD to DVD with it's 480x480 and 44100 audio and they've played on all the DVD players I've tried them on.
