    Hi,

    Does anyone know of any editing software that can take a regular Mpeg file and give it a slow motion effect?

    There are plenty of professional (ie pay$$) programs that do that. Just head to BestBuy or Circuit City and check out the editing software section. As for freebies, good luck hunting. You may try out the tools section on the left of this page.
