Repair a mpeg

I have a VCD a that a friend made, he made it by capturing short bits of video and joining them together.

The VCD plays fine on his DVD player but stops at the first join on mine. It also plays OK on my PC although TMPGE also stops at the first join.

Is there and software that can "smooth out the joins" so I can make a new VCD with the repaired file?

if u can afford to cut anymore from the video just in front and just behind
the best cutter i have found isvcd cutter, can't remember were i got the old version from less complicated than the new one its 4.4
