    is it true if i want to burn a dvd or vcd fro bin i only need to burn to cur file

    You don't really burn the .cue file. It's just a pointer for your burning software to the .bin file, sort of a shortcut with instructions to the software. At least in NERO, you click 'File > Burn image' and point it to the .cue file.
