I was installing a Sound Blaster Audio card and the CD which has the drivers on it must be scratched. I couldn't get it to install the drivers so I tried to do it through ADD NEW HARDWARE. I must have navigated to a foreign language driver. Now when I try to start my computer it gets stuck and you can see on the black screen that it was trying to load SB stuff but some of the characters are non english.
I used msconfig to uncheck those entries but my computer still won't start while the SB card is in. If I take it out, no problem.
How do I remove those drivers and all references to them so that I can start over?

There are driver/registry cleaners out there that can do this. You need to be very careful with them and back up your registry before using them. A lot of places have their own version to specifically remove their drivers so you may want to check the manufacturer's website or Google driver removal for that device.
