How do i convert a dvd movie that plays 4:3 to 16:9

I have a dvd movie that has an aspect ratio of 4:3. it plays on my dvd player and widescreen tv but only on 2/3 of the screen.
Even if i change the tv to 4:3 it still plays on 2/3 of that. Is there a way to re-encode the film to play at 16:9 so i can watch it on a widescreen tv?. The film is not copy protected a brief guide on how to do this would be most helpful
