I have a Torisan Dvd/CD rom drive on a Compaq laptop 800Mhz/Win ME. My only other DVD player is a PS2, which I heard will not play VCD's. I have a few VCD's on CD-R and want to know if I can test them on the computer DVD player (there is a link to the Compaq DVD player on my desktop) or is this test unreliable because as a computer it will play any Mpeg-1 anyway.

You can of course play them on the PC, but if you want to test for their compliance, that's not that easy to do as a PC player will usually play just about anything.
Assuming that you encoded to the correct settings and Nero or Easy CD Creator didn't complain about the specifications of the MPEG being off in some it, it should be okay.
