Barbara,
I found your post a little difficult to read - could you please take a little more time to use punctuation? You'll find more people will take the time to read your question, and you're more likely to get a good answer!
With regard to your question, is it just the burning you are having trouble with? If it is, could you tell us what media it is that you are using? DVD Identifier can tell you a lot about the media you are using:
http://dvd.identifier.cdfreaks.com/
It could be as simple a problem as poor media.
If it is the process of making the PhotoDVD then these guides will be able to help you:

Hope this gets you started,

prinbird was probably just in a hurry dont be so critical
good response though

I don't know how anyone can be so rude about the puntuation full stop.
Maybe we all have not had a good education like you or we could be disabled. -

Simple request - explain what you would like to do in a clear and consise manner. Detail how you acquired the images, what format they are in, what you have done to them, and what you would like to end up with. Also detail the programs you have used along the way and what you did within those programs. If in doubt, Google it. -

As to your post , what software are you using to create the slideshows ? -
Right ok,
I accept all what you are saying, and i apologise to Cobra and the rest of you.
But i am no good at putting in all the comma's and full stops.
So im sorry for getting a bit upset.

Here goes i have a DVD Burner and i have loads of digital photo's that i took.
I have a programe called photo's on cd and dvd. I prepare everything in the programme ready to burn but the burning fails. It saves the file as a dip file.
What i want to know is how can i make a DVD with my photos for everyone to watch on there DVD.
I have nero but when i take that dip file in there it won't work.
Can you tell me about encoding and all that stuff.
Do i need to turn them into Mpeg if so how do i do that.
Hope i have wrote this better.
Thank You So Much

I don't believe a "DIP" file is standard. It sounds like it's a file extension used by your slideshow app to save your compilation.
Does your slideshow app allow you to burn directly to a DVD? -
I try burning it to DVD but it starts to encode, Then asks for a blank disc. Then it says failed.
-
Is it this program?
If so, try exporting the project to MPEG or AVI, then Nero will allow you to use it. -
prinbird,
No offence taken - it's all good!
Let us know if you need any more help.

Since you have Windows XP, you should also have a version of Windows Movie Maker 2(or can download it from Microsoft).
This does a decent job of making slideshow type projects. You can then save the project as an AVI, convert to MPEG2 and burn.
OR
You could use DVD-Lab, which has a slideshow fucntion as well and will burn directly to DVD. This software has a 30-day free trial.
Just some alternatives. -
Go with what ^he said.
I tried the program. It's fairly crappy. Movie Maker and MemoriesOnTV are much better. -
Thanks i will do that,
Im in between doing so many things at the moment. Im learning how to copy a back up DVD.
And now i want to download films and copy but dont know where to start so im reading what i can.

If you purchased a new dvd writer, it should have come with some kind of software for making movie dvd and slideshows. They are usually not top-end programs but are good for what most of us want to do.
It will most likely be Sonic My DVD, or Special Edition of Pinnacle Studio, both of which will allow you to make still photo slide shows. Maybe you have over-looked a program you already have.
If this is the case, you will need some sort of image editing software to resize and format your photos into a common format that is accepted universally (bmp, jpg). You can probably find freeware that can do this simple task.If it works, don't fix it.
