I want to capture footage from a VHS tape onto my computer. I have a Geforce2 mx 400 with S-Video access in the back. It's advertised as TV-Out. Anyway, I plug the S-Video from the computer - into a video converter (s-video to yellow) - and the yellow into my VCR's video out.
That's really not the problem, though. Softwar doesn't read my video card. Am I confused? Can you even capture from a VCR with just a TV-Out card? Or is it something different?
I went into the NVIDIA settings and there's a box to check if "TV-out isn't working properly." But - nothing.
Any help would be appreciated.

You're trying to use "TV-Out" as "Video In". It won't work. You need a capture card, pure and simple. The TV-Out is only for viewing your PC display on a TV set, like for a meeting presentation. That's all.
