After I had my PC reformated and installed the right codecs for what I needed to view, all my videos would play with vertical blurry lines. Why does this happen? I used Gspot and I have the right codecs, decompressors and filters... but this still happens. And When I open up a program like acdsee and maximize the window and then restore the window, the video playing behind it will play normally for 4 seconds. I've tried everything I know to fix this, yet I can't seem to figure it out. I really need help with this so I figured someone here would be able to help me out.

if they briefly play correctly, then look wrong i'm guessing it's an overlay issue. i've observed that with mpeg4 and it's derivatives (divx, xvid etc) that overlays don't engage until the next keyframe is encountered - this can cause the 4 second delay you see.
i'd find the driver that came with your graphics card and install that, if that gives no joy, try the latest driver from their website.
