Okay, I've been wondering about this for a bit, and I know it's sorta stupid but please be patient with me.
00:01:00,000 <--- Subtitle Workshop displays this for perhaps 1 minute's worth of duration of a subtitle, and I've figured out that the first two 0's are hours, the second two are minutes, the third are seconds....but WHAT is the last three 0's for? Frames? but I believed that in video encodes (at least in NTSC format) there are 29.971 FPS. If so, why is up with the last 3 0's?

00:00:00;00 <-- like this , last two are frames ..
00:00:00:00 <-- like this, non drop frame
