  1. I have encoded severial video files using TMPGEnc Plus recently it was brought to my attention that I was using the wrong BITRATE setting. I need to change that setting in the encoded files. Is there a way to change it without reencoding the file? If not which is the best way to reencode, encode the ariganial VIDEO file or reencode the MPEG file?

    Your existing mpegs can't be fixed. You will have to re-encode using the source file you originally used.

    I would encode the original video file again. Two encodes will most likely drop some quality.
