PROBLEM:

I captured VHS to PC to DVD - when I play it on the TV I see horizontal flicker lines only in the bright color - so if say red was on the left half of the screen - then read would have horizontal flicker lines in the left half of the screen. This happens with bright colors - yellow, read, bright blue - not dark blue not black or white- on people's flesh.

BACKGROUND:

I own an HP m270 machine - specs are here:
http://h20015.www2.hp.com/content/common/manuals/bph08498/bph08498.pdf

WHAT I DID:

I Captured with ARCSOFT...
CONSTANT SETTINGS:
A) VIDEO DECODER: NTSC_M (sidnal1 lines 525)
B) CAPTURE CARD HAUPPAUGE V1.17.250.21153
C) AUDIO SETTINGS: CRC STATE/ON, Sample Rate/48Khz, Output mode Stero.
D) VIDEO PROC AMPS - all defualts
E) VIDEO PROPERTIES: GOP STRUCTURE N:15/M:3
F) VIDEO PROPERTIES: Bitrate mode = variable bit rate (max 8) - played with it some and it did not cause my problem.

USED ULEAD to RENDER DVD files and burned with NERO

ITEMS PLAYED WITH AND RESULTS:

Video Size:
320-240 (mpeg1) - had less calrity, pixalation - took care of the horizontal flicker in the picture. Aslo text is shifted to the right instead of centered and some is off the screen on the right.

720x480 - has the horizontal flicker on the bright colors, but no pixlation - very clear and sharp.

Used TMPGENC - to create 704x 480 reduced the horizontal flicker on the video.

Playing wit audio bitrate - makes me think that the 384 KBPS is better for stero.

QUESTIONs:

1) How do I get no pixalation and horizontal flicker in the bright colors and keep a decent calrity (sharpness)

2) are there other VIDEO size settings other than the ones I tried above?

Any help will be greatly appreciated!!!
