TMPGEnc File Much Smaller Than Projected

Has anyone else ever had TMPGEnc produce a much smaller file than it should? I've only seen this happen maybe 3 times. This time the movie is about 98 minutes long and I used 128kbps audio and 2 Pass VBR 992kbps avg, 64 min, 1856 max which should have made the file about 800MBs and instead it's 650MBs. The movie is complete and plays fine it's just a smaller file than it should be.

Same procedure each time I've seen it but different program versions as it's happened so rarely. DVD Decrypter > DVD2AVI > TMPGEnc. It seems to be specific to certain movies as the first time I saw this happen I redid it a couple times using higher average bitrates, the file size came out about the same each time even though the projected size ended up being much larger than 800MBs.

could be that your clip doesn't have many/any high motion scenes...

or is the movie fairly dark overall? if you have a lot of dark scenes it doesn't need so much bitrate.

It is kind of dark and it's widescreen so there are black bars top and bottom but so are almost all the movies I've done and the action is probably no more or less than most. Either way I don't see why that would make a difference when the average bitrate should determine the file size.

I went ahead and tried this 98 minute movie again this time 1152avg, 64min and 1856max which should have made it something like 920MBs but again it came out right around 650MBs. All my other settings are the same as I always use but once in a blue moon I find a movie like this.
