I'm trying to record audio and video from my sony digital 8 camcorder. It's connected to my comp via a Belkin USB Videobus. I get the video and audio to record but the video is bad. It can be seen and you can make out everything but bad quality. I am using Win Me moviemaker. video card is a creative labs nvidia geforce mx. Amd t-bird 1gig. I dont find any setting options. Any help out there PLEASE

I don't recommend using a USB capture card. In your case, it sounds like your camcorder supports DV. If this is true, you can purchase a Firewire card for about $50 (US) and obtain perfect capture quality. (DV transfer is completely digital through Firewire, so no quality is lost.)
