Download TMPEG. Install it. Run it and load your DivX. Load a VCD or SVCD template. Hit Start. Take a nap. Wake up and see if it's finished. Hmmm, not yet, go to bed again. Wake up some hours later. Go to the computer and you have yourself a not so nice VCD-SVCD file which just needs optional cutting and burning.

You actucally asked for the easiest method... which that is. Beware though, the results aren't going to be great. CCE for SVCD, TMPGEnc for VCD. Try smoothers (temporal or spatial). And pray.. a lot.

Guides for that stuff to the left. For filters your probably going to need to frameserve from vdub.
