  1. Download TMPEG. Install it. Run it and load your DivX. Load a VCD or SVCD template. Hit Start. Take a nap. Wake up and see if it's finished. Hmmm, not yet, go to bed again. Wake up some hours later. Go to the computer and you have yourself a not so nice VCD-SVCD file which just needs optional cutting and burning.

    You actucally asked for the easiest method... which that is. Beware though, the results aren't going to be great. CCE for SVCD, TMPGEnc for VCD. Try smoothers (temporal or spatial). And pray.. a lot.

    Guides for that stuff to the left. For filters your probably going to need to frameserve from vdub.

  7. PR guy thought he was getting the brush off; the rest of us are laughing, sayiong "yeah.. take a nap, that's for sure.." because it takes a long time. Seriously though; "HOW" is covered over and over in those green links you should see on th left of the page. The ones that say "HOW TO" at the top.
