    How do I do it....
    I ussually go VHS > DV > premiere (all NTSC)

    do I just need a Pal VCR and then capture it with my NTSC camera??

    Capture the pal with a pal vcr with pal settings to avi and convert to ntsc,capturing in ntsc will result in tons of dropped frames.I dont think you will get a proper picture running it through a ntsc camera so you would need to capture through a regular capture card.Maybe someone else in the forum knows if you can go dv with pal to ntsc.
