editing DVD & VOB tool needed

I need a tool (and method) to cut certain video out of a DVD and then re-create the VOB.

So what software will take video off of DVD perhaps place it into a MPG file format, allow me to edit the MPG, then allow me to recreat a new VOB with correct ifo & bup files? I don't think I need to recode the video, just cut stuff out and burn it to another DVD.

What catagory of software is this called? editing? cutting/splicing?

If someone can give me a few good software titles that will do this, it would GREAT!

sorry I need to clarify...

I might mean AVI format instead of MPG. Not sure, but need to remove some stuff from the DVD's then recomplile it. (I have software which will allow me to copy certain titles within the DVD and leave others off of the burn. But I need something which will get into these titles and allow me to cut, splice, etc. all of the video within the DVD.

Is that clear? Let me know, I am a little new.
