Does anyone know if there is a program to extract a menu from a dvd and and use it on a vcd and keep it 'interactive'?

There is no automated way of doing this.
You can extract menu animations and stills from the DVD though. Most of the menus and still images are stored usually in the VTS_01_0.VOB file. You will have to rip this along with your other vob files.
You can then use DVD2AVI or FlaskMPEG to extract frames from this file.
VCDImager, VCD Toolkit and VideoPack4 can then use these to reauthor the menu structure.
There is no simple way of doing this. You will have to reauthor the disc yourself if you want the menus.
