I have a video clip in WMV, and the quality of resolution is good when I watch on my computer with Media Player in small mode. But when I watch in full wide screen mode, the quality is really bad.

I use Super DVD Creator to convert the WMV file to MPG for VCD format with ration 1:1 . The quality is still bad when I watch it on TV, I also convert with ration 4:1, still bad.

Is there a way that gives me a good quality as I watch on my computer?

The MPG is still good if I watch on my computer. Thanks

It sounds like the original resolution is too low. Any clip looks good on a tiny window, but full screen you can see the flaws.

It could be the original is some lower res that's unsuitable for DVD because of the amount of expansion it would need. Sounds like it might be 320x240 or worse

You need to get a higher-res version of it. There's no way to put quality back in it, or resolution, if it isn't there to begin with.

What capmaster said - garbage in = garbage out.
    If in doubt, Google it.
